About voice acting, I don´t know the reason why character´s won´t talk during conversations, but as Bethesda had financial troubles and even was under bankrupt threat (as their previous games: The elder scrolls Battlespire and Redguard didn´t sell much), they were bough (I think) by Zeninmax and I doubt that they had money to make each conversation voiced.
